VoiceEclipse's Basic Plan for their Voice Over Internet Protocol (VOIP) service provides free In-Network calls (calls between VoiceEclipse users) and 500 outgoing minutes within the United States and Canada for $12.95 a month. The Basic Plan offers the same standard calling features as other basic VOIP plans such as Voicemail, Caller ID, 3-way Calling, Speed Dial, Call Waiting, Call Forwarding and Call Return (*69).
With the Basic Plan, VoiceEclipse will allow you to transfer your existing telephone number to their service, manage your account online and send voicemail messages to your email address.

VoiceEclipse's Basic plan is a low monthly price but they don't offer much more than basic calling features and Enhanced 911 calling.
